共同声明原文（英語）

　（日本語抄訳）国連安全保障理事会によるシリア問題の調停はこれまで不首尾に終わっています。約6年間続く紛争で、これまで50万人近くが命を落とし、1100万人もの人々が家を追われました。最近では約25万人の市民が包囲網に閉じ込められているにも関わらず、シリア政府、ロシア政府とその同盟国によるアレッポ東部への国際法に反する攻撃が繰り返し行われています。

一方アレッポ西部の一般市民の居住区には、反政府軍による迫撃砲や劣化ウラン弾が打ち込まれています。「市民の犠牲者その多くは、現政権軍とその同盟国によりアレッポ東部への無差別攻撃によるものだ。」国連人権高等弁務官は伝えています。国連安保理常任理事国であるロシアによる間違いなく誤った拒否権行使によって、これら残虐行為の即時停止を求める安保理の決議案は幾度となく廃案となっています。

国連のデミストゥラ・シリア特使は、警告しています。「目の前の悲劇から目を背けることなく、我々は新たなボスニア・ヘルツェゴビナやルワンダを生み出してはならない。」安保理による和平に向けた交渉はこう着状態が続いています。国際平和を司る番人は、国連憲章のもとその責務遂行とシリア国民の保護に失敗したのです。

このような情勢から私たち223の市民団体は、アレッポ、そしてシリアへの国際法に違反する攻撃の即時停止と救命救助と支援を必要とする全ての市民への人道的援助のアクセスを求め、国連加盟国に対し緊急特別総会の開催を要請します。また、この戦争犯罪とその当事者に対して、国連加盟国は国際法のもと裁きを与える道を探るべきであると考えます。

私たちは国連緊急会合開催を求めるカナダのリーダーシップを歓迎するとともに、すべての国連加盟国が足並みを揃え、シリア和平に向けて積極的に取り組むことを強く要請します。

国連安保理決議がデッドロックに陥った過去が再び繰り返されることがないよう、加盟国は早急に緊急会合を開催し協議を図っていくべきだと考えています。

説明責任、一貫性、透明性の確保された国連安全保障理事会の行動規範（「民族浄化、人道に対する罪、戦争犯罪の防止または終結のための”タイムリーで決定的なアクション”へのサポートの約束」を含む）の導入を支持する112の国々に対してはとりわけ、この試みに賛同し、国連総会を通じて積極的に、有意義な行動を促すことを訴えます。

拱手は選択肢にありません。国連加盟国はあらゆる外交手段を駆使し、シリアで起きている残虐行為を阻止するとともに数百万の市民を守らなくてはなりません。今、行動にうつすことがなければ、歴史は我々を断罪とするでしょう。
